This scene serves to verify that displacement on terrain layers is working correctly.
The blue material uses 1024x1024 textures. The orange material uses 4096x4096 textures. This means the orange material, by default, is stretched over and area four times bigger, and has four times higher displacement.
Displacement is measured as if the texture was spread across a 1x1 meter surface. If material displacement has a scale of 100 centimeters (one meter) and the project uses 400 pixels per meter, the texture will be spread across a 256 x 256 cm area, and the displacement will increase to 256 centimeters tall.
