Leadwerks 3 Project Manager?

Just downloaded Leadwerks 3. Where is the Project Manager located? There is a Setup.Exe file in the Tools folder, but when I try to run it I get an EXCEPTION_ACCESS_VIOLATION error.

3d world studio. 3ds Max 8. GTX 260. Visual Studio 2010. Dual Core 2.6 Mhz processor.
